Pugs were kept to entertain Chinese emperors during the Shang dynasty (1776-1122 BC) in East China, known as Lo-Chiang-Sze or Foo. The popularity of the pug spread to Tibet, mainly kept by the monks, and then brought to Japan and finally Europe (Wikipedia).
